Governance namely the autocracy and the monarchy and he has Preferred for a country like India where the people of the different cast different religion coming from the different region having different languages so Baba sah has Preferred a democratic mode of governance and among the Democratic mode
Of governance also of the two there two two types of democracy first is a parliamentary form of a democracy and another is a presidential form of a democracy the Baba sahab has Preferred the Parliamentary form of democracy uh if you want to know something more about these parliamentary form of democracy
Then we can discuss uh thank you sir so uh the other area that we are uh uh leading to is that in India we have various social groups or we can say social this segments religious and cast and language and so many so and so on so what we can
See that what kind of governing class should be for seeing the success of parliamentary democracy in India see why why the parliamentary democracy has been accepted because in the parliamentary democracy the power is with the people even in the presidential form of a democracy uh once the president of the
Nation is elected then he is having the sole power with him whereas in the Parliamentary form of a democracy the power is always with the people in the sense the whenever the representatives are elected in the Parliament and if they are not functioning as for the as per the dictates of the
Constitution then there is a role of opposition and if opposition opposition uh tables uh no confidence Motion in the government then that government can go out of the power so Babas has said at one place the government is always on the envil in a parliamentary democracy
Whereas it is not so in the presidential form of a democracy in the presential form of a democracy once a president is elected he rules the nation for entirely a period defined for him say in say in USA he he rules for four years in other
Country maybe even five years that I am not aware of but in the Parliamentary form of democracy Babas s has said the government is always on the en if they are not working as per the Constitutional dictate then the opposition can file table a bill no confidence motion
And if that no confidence motion is gets through then the government has to go so that is why and if the government has to go it is because of the representative of the parliamentary democracy representative of the people through opposition parties they are in that case at the opposition can table a no
Confidence this is the difference between the so far as the India is concerned so far as India is concerned Why parliamentary democracy so if you and whether it is it it is a successful democracy or it is a failed democracy on these there are definite views uh expressed by the Babas in
1951 when Dr Babas ambedkar has resigned from the cabinet of Mr Neu and he has delivered speech at Pune Bar Council of Pune has invited him and there he delivered a speech very important speech the the very title of the speech is condition precedents for a successful

Democracy then the very same people who have framed this political democracy they will blow up the structure of this political democracy so the very objective is very clear there that the the the the people in the power through a representative form of a democracy those who capture the power
They must use that power for the welfare state again the concept of the welfare state is defined in the Constitution and the welfare state is nothing but ultimately is the economic democracy and social democracy has to be established now if you if we see the 75 years of
History you will find the power had remained in this country in very those people who were governing this country through and it was expected that when when the Constitution has been pered those in the power they will give the due share of the V masses here do share in the
Governance you share in the their economic welfare their educational welfare their health welfare but for the last 75 years the government whether it was a government in the beginning of by it was governed for almost 65 years by Congress and thereafter for about 10 years you may say by the BJP but both
These groups as you have mentioned them as a allian they have come to the power these 90% people of this country they have voted them to the power with the sole hope that they will improve their economic and social condition but both these groups who remained in the
Power for the last 75 years they have failed they have failed to deliver what is expected from them by the Constitution and therefore we can say that uh the ruling class which is a composite of say brahmins chatri andas they do not want to give when I say they have
Failed to say them they have failed means they they do not know how to govern but that is not the case here the case here is they do not want to deliver the Mandate of constitution to the people right so you you you want to say that the leading political
Forces they had been those forces which are not interested in the Democracy to be established in India because because of their historic character maybe due to their religion social system everything and all that so what is the solution to this problem no the solution to this problem
Is unless this section of the society which I say which are 90% population and the power in the democracy is given to the people it is not given to the government the power is with the people and through the power of the vote which is given to the citizens Whoever
Has completed 21 years then and now 18 years of of their age the power is with them but what has happened for the last 75 years these people have given these power in the hands of those who have been exploiting them socially and economically not for the 75
Years for the but for the ages so this is because because they were ignorant about the power of the vot which Babas has very laboriously achieved for for them not only in the 194 50 in the constituent assembly but as early as in 193 when the second government of India act
The ACT which was being framed for as a constitution for India in the British Parliament at that time itself Babas sahab has pleaded for the adult franchise to which the congress party when it was demanding a home rule the Babas has clearly said in 1930 that unless the adult
Franchise is given to the Indian citizens no power should be transferred in the hands of uh oligarchy he has used word oligarchy means the few section of the people who are controlling the power earlier to the Constitution and here in after the should not be given to
Them so what has happened for the last 75 years these people du to ignorance they are electing their representative either from the Congress or from the BJP are their alliances one is an N Alliance and now recently they have form a India Alliance so I do not expect that they if they
Failed to do and cons consciously do not want to give the dou Constitutional here to the people so I don’t think anything can be expected and therefore I feel that these 90% mes they should understand and they should send their true representative in the parliament are the Assemblies of the
State unless they send their two representative in the Parliament and the assembly I don’t think that the Constitutional fruits the fruits of the Constitution will be able to deliver to them right sir so this is the main reason that you said that this is the essential uh this hardle or essential
Path that is required to be followed by us now the problem is that the majority of Voters in India they belong to these communities which we have referred to uh scst obcs or we can say they are AB original Indians uh the majority voters belong to these uh this cast that is
Aboriginal cast of the country and they elect those people who are not interested in democratic values or principles or so uh how this such a 90% uh vast population that can be see the mobilized or awakened or educated uh so that uh the politics of India comes to
Their control and in ruling as well as opposition both places are occupied by the politicians of these Aboriginal people how that can be possible I I I I just try to explain the part see any revolution in any country that if you want to achieve that Revolution peacefully then you must change the
Mindset of the people we need not go to any other country if we see our own country the social Revolution was accomplished in this country During the period of Buddha I think that is a claimed and accepted world over and there was no blood Revolution so what

Opposition because the role of the opposition in in the parliamentary democracy is a constructive opposition and what is this constructive opposition constructive opposition means for a welfare state the ruling party as well as the opposition party whenever the interest of the citizens of India are concerned then they should even
Opposition party if the ruling party fall somewhere in framing the bill to be brought up in the parliament or in framing the policies of course there the opposition has least role in framing the policy but even the opposition leader can write to the government while framing the policies
Also so there has to be a constructive opposition now if those 15% people who have been denying for the ages and even after the prolation of the Constitution they will for the sake of opposition they are going to oppose to a party of M people having come to the
Power and therefore again they will not be able to get their due share so basically we need in this country if the Parliamentary democ Ry has to succeed then these 90% people they should elect their representative in a such a large number so that they even if they are in the ruling
Party they should be there and even in the opposition they should be there now if they are the representative of this section of the society then there will definitely whatever the thought the ruling party makes because nobody is perfect in this world except Buddha or for that matter
We can oh yeah and knowledgeable man so and who are humanist they they they go beyond the C Creed religion and they try to ensure the wellbeing of the every IND of the country but you see the country will progress because if there is no infighting amongst the people in the

Say first thing is they are not Democratic in nature they are autocratic in nature and if the power in the party that revolves around a single person there is no proper decision making whatever that single man says everyone has to fall in line whereas in a democratic nature of a political party
