Before anybody is when my lens is Jaded and I would be direct with everyone in this room um I believe that this Council and I believe that my lens was jaded because the way that this body was treated by the previous administration but that is no fault to Mar
Young it’s not necessarily A Fault to Chief CJ Davis what we what we are called to do as people who put ourselves up to serve the city of Memphis because I believe that this body tries every day to figure out how we put the people in the best
Positions possible when we talk about Public Safety we we listen to everyone we listen to our social clicks we listen to our fraternities we listen to our pastors we listen to our sororities we listen to a lot of different people but often times the people we don’t ask about Public Safety are the
People who are responsible for going out into the communities and I’m just not talking about the law enforcement officers there’s many people on the front row who are out there just as much fighting to keep people alive this is not about any particular person no personal being jaded by an
Administration who lack respect for this body people really don’t care about that what people care about is are we saving lives are we moving Memphis in the right direction and I think Mar young understands that he he understands that this is not a dictatorship it’s a partnership a partnership that put
People before any decision we have to figure out a way for us to move forward so what transpired is I had a conversation with Maran I didn’t know what was going to happen today I don’t think the May understood what was going to happen today either but we had a very open and
Transparent conversation and with that I will ask the mayor to come to the podium and speak to where we are thank you Mayor Young thank you chairman thank you chairman and to uh the city council I I want to thank you for having us here today um I want to
Speak directly to the item that uh chairman was referring to which is the appointment of Chief CJ Davis in executive session today um we agreed and this body agreed uh to table the appointment uh until a point in time at which we determined to bring it back and
We will make that determination in partnership with the chairman so what that means is that Chief Davis will serve as the chief of the Memphis Police Department on an interim basis until such time that we bring it back uh to make it a permanent appointment um yes give it up
For and we reached that agreement because we know we had an intense meeting last time there was a lot of uh dialogue around uh some of the opinions and things that are happening in the community and like I said at that meeting I live in this community too I’m
An elected official so I’ve heard all of the same voices um and I made the decision decision that I felt like Chief Davis is the right person at the right time and my my my and my commitment has not wavered but what I also understand is that there are those that have doubts
And I understand and respect that Chief Davis understands and respect that we had a very candid conversation about this and she agreed that serving in an in cap interim capacity was fine with her because what we’re committed to doing is showing improving we want to show improve to our community because
Above all we all want the same thing everybody in this room wants the same thing we all want a safer City amen we all agree that where we are right now is untenable 398 homicides 398 homicides I agree it’s un it’s on all of us it’s on
All of us so I want all of us to understand it’s not on her it’s on every relax relax relax relax I would I would ask that we we give the mayor an opportunity it’s on all of us to ensure that we’re keeping our community safe Public Safety is not
Just law enforcement Public Safety is all the components the police can only respond to the crime we need to be intervening we need to be preventing crime before it happens and all of us in this room agree and so what I want to do is show and prove that’s what we’re
Going to do in this community and I want to thank you city council for agreeing to partner like I said earlier this is a partnership we got to do this together this is a us thing this is a Memphis thing we’re going to do it together and
So I want to say thank you all for that opportunity Chief Davis I don’t know if you have anything that you want to say but I just want to give her just a moment to say something in and we’ll we’ll move on I just want an opportunity

Who have been steadfast in their service to the community and we recognize Lieutenant Clarence D Hawkins for his retirement from the Memphis Police Department after over 38 years of service to the citizens of Memphis and whereas Lieutenant Clarence de Hawkins began his career with the Memphis Police
Department on March 25th 1985 as a police service technician and whereas Lieutenant Hawkins entered the training academy as a police recruit September 2nd 1985 completed basic training on October 19th 1985 and was assigned to uniform Patrol at the North Precinct Bravo shifts and whereas police officer Lieutenant Hawkins worked in various
Assignments including South Precinct Charlie and Delta shifts Internal Affairs Auto auto theft task force crime prevention and the training academy whereas on January 10 2003 Clarence St Hawkins was promoted to the rank of Sergeant and was assigned to the training academy and crime prevention and whereas on June 16 20 2005 Clarence
D Hawkins was promoted to the rank of lieutenant and his assignments included executive Administration and Central Precinct Charlie schift and whereas Lieutenant Clarence D Hawkins loyally served in this position until his retirement on December 29th 2023 after over 38 years of service with the Memphis Police Department now therefore be it resolved

And health of marine animals showcasing extensive field experience in sea turtle rescue and Rehabilitation sea otter husbandry and marine animal surgeries whereas nataline Jones actively engages in diversity equity and inclusion initiatives within Marine Science by conducting educational Outreach in Black indigenous other people of color communities introducing students from kindergarten
To college to the field of aquatic Marine Mammal science fostering interest inspiration and awareness in a field historically dominated by white and male perspectives and whereas nataline Jones is a dedicated member of black and Marine Science black women and ecology envir environmental and Marine Science International Association of aquatic

The other guy is Dr a Robinson in Sarasota to Florida and there’s only one Global man African-American man that works at the head of SeaWorld as the chief veterinarian in Dubai he opened up SeaWorld so with that being said I’m trying to shift the idea of what environmental science is like even in
Memphis you might say well what does the ocean have to do with me we are on the Mississippi River anything that goes into Mississippi river flows into the Gulf of Mexico flows into the ocean So What flows into the ocean impacts your Fisheries so you like to eat fish you
Like salmon you like crab legs you like oyers you like lobsters so the things that you do now teaching children how to recycle and little things can impact our environment so that’s important coming from Memphis we don’t get that we have a big Wetland ecology system in Memphis we

Religiosity last week I talk about institutional stupidity which is directly connected to institutional religiosity um for the polit for the police department some believe that no matter what they do um they’re still good all the time um some believe that no matter how much corruption or incompetence they uh display their still
Good all the time indictment after indictment settlement after settlement atrocity after atrocity still good all the time this type of religiosity um invokes an indifference to data that should invoke crisis among the council we look at a 700% disparity in drug violations that institutional religiosity makes folks look at it like a minor
Mishap um this type of religiosity makes people ignore the self-interest of a police chief who failed to bring the institutional change and the institution Equity to the police department in favor of appeasing a racist white mayor and for appeasing her subordinates this type of institutional religiosity makes us ignore the fact
That several people were killed last year not just one um many were killed by police brutality such as Courtney Ross who was beaten to death by Crump Precinct in Midtown this institutional religiosity makes us fail to see that the Memphis Police Department is not good all the time and all the time is

Contract costs while accommodating public comment on the MLGW consent agenda and in committee before the MLG consent agenda is considered excessive public balance sheet cash creates a moral hazard and was evidenced with these two examples in the $228 million for tree trimming and 27 million Spectrum ban purchase resend

2019 the MPD hasn’t adhere to the ordinances that this community mobilized and fought for including the data transparency ordinance that would have entailed creating an exale spread sheet that takes what 45 minutes maximum in which officers will compute data at the time of the arrest so that people can
Actually access uh that incident and and bring it up in instance that they are brutalized uh this is an existential crisis and there’s no understating the importance of it black bodies within this police culture are disposable and we we witness to what can be best described as a modern day lynching of

Exist the dash what you’re referring to is not due until March and if people on the council read the ordinance they would know that information so starting on October 1st a report of different traffic stops was due to the public and decar Memphis sent in a public records
Request to find that the report does not exist the chief also said the report does not exist so if the chief is saying the report doesn’t exist I’m not sure what you’re showing us but it’s not what we’re talking about and the chief herself has said that we don’t have that
Information we’re going to get it to you but that’s also why we’re holding her accountable and we don’t want her reappointed because the very simple data we’ve asked for the police officers are not collecting when they do pretextual traffic stops or any kind of traffic stop they’re not collecting that data
