Address the Senate and the public about a recent concern that has been going around in the spirit of transparency that I this Association and this Administration celebrates I want to take a moment to clarify this concern last week we were notified by a student through the Supreme Court that the
Student funding committee was not correctly formed under the SGA rules that were adopted an error was caught in the official rules of the SGA that we were unaware of until this was brought to Our intention to our attention the court under its Authority directed The redo of the funding process which
Was done earlier this week all errors roll up and as the association’s advisor and director of student government I can commit to you that we are going to move forward collectively to tighten up processes and efficiencies I feel terrible that this issue has impacted the great work of the 66
Session its leaders and the work that all of you are committed to do in pursuit to serve the student body and to do right by them thank you for your continued support and engagement thank you section 4 introductions and reports item one report from the executive branch vice president Martens good evening senators
Um so last weekend uh we had a few SGA representatives from all branches go to Kansas City to watch a Kansas City Chiefs game along with our alumni and Foundation it was a great time we are really happy that we got to make those connections um next Iris mentioned sorry president
Okiri mentioned this in our last meeting that she is looking for some people to sit on the compensation policy review group we still need three non-paid students to sit on this group this is to review the policy in our constitution of how everyone is paid this is a
Three-year cycle group and this is the third year so that is why this is happening so if you’re interested in that please reach out to presidentokiri at sga.president wichita.edu same thing with the next item the student fees review group we are still in need of six

For fines as the process has changed just a little bit uh so reminder the food for fines program is an initiative organized by Wichita State to support the Shocker support locker and provide individuals with an opportunity to pay off parking and traffic citations at a reduced cost the program operates during specific
Periods throughout the Academic Year fall and spring semesters and allows individuals with the current wsuid to participate our we have a few upcoming dates so the first food for fines is going to be next week September 5th through September 8th and then we’ll have one October 2nd
Through the 6th and November 6th through the 10th and then December 4th through the 8th um so we made some changes to the process um so starting with we’ve increased the donations for parking citations so for those zero through thirty dollars we will increase that from seven to ten
Items and then those citations from Thirty One to fifty dollars will increase from 14 to 15 items we will also be adding traffic citations here on campus to the food for fines process those tickets are forty five dollars or seventy five dollars those will include but are not limited
To failure to yield to a pedestrian failure to Signal turn driving on a sidewalk running a stop sign or improper U-turn the 45 dollar traffic tickets will be required to donate to hygiene items such as like laundry detergent or cleaning supplies packs of kleenexes Etc the 75
Tickets will be required to donate one hygiene or one hygiene household item such as baby formula or baby diapers wipes and then just to add to that some people might think that those items are expensive but so is a 75 ticket they’re cheaper than that um uh no YMCA citations will be accepted
For food for fines that citation has increased above the 50 limit um we are dropping the parking quiz um let’s see and that’s really all we have for you guys are we will stand for questions are there any questions for the student advocates chairperson Thompson uh what has come from the conversations
Regarding parking citations in the YMCA parking lots for people who haven’t been there for two hours sorry Senator can you say that one more time what has come from the conversations regarding parking citations for students who park there for less than two hours so the YMCA parking has always been
Complicated at least since the Y has opened um and this year from our conversations um the ticket price itself has gone up um so from my understanding and I’m happy to get some more clarification to make sure that my understanding is correct um the YMCA lot is not a parking lot that
The university has it is connected to the YMCA and right that’s why it’s a blue um I think it’s still blue but the blue um right it’s still blue yeah um so I’m let me go back and try and get some more clarification before I say something
That may not be correct in this moment to try and verify because I think we’ve had questions in our conversations of how are we ensuring that it’s the two hours or the not and what are they doing to confirm that and or verify that and or what system are they utilizing if
It’s the same one or they have to show that you’re using the YMCA or fill in the blank of what it might be so let us go back and and get that clarification for you and we’ll reach out to you by the end of the week and then share it with everyone

Behind the scenes during the application period for the executive branch I applied to be the legislative and policy director two days after the application’s opened a position that I was beyond qualified for having served it as an intern for Laura Kelly and Senator Petty and representative Shu unfortunately the president would never
Know who I am because I was not given an interview I’m not the only applicant who was denied an interview many other students experience similar discrimination let me remind you that in the bylaws it states that the president shall nominate the most qualified applicant for the position based on the
Applicant’s application and interview if the president did not interview all of the candidates who applied not only can they not be expected to appoint the most qualified person but they’re blatantly violating our constitution a theme that you will hear much of tonight a much more Grim picture is painted when
You realize that according to documents released by Chief of Staff Malone six members of the president’s cabinet treasure Wang director’s Glover Hawkins and panetto chairperson Russell and Advocate Graham did not even apply for their positions yet they were still nominated and the Senate would was misled to believing their appointments
To be legitimate furthermore another student revealed to me that he was promised a position of legislative and director legislative and policy director the same position I was not interviewed for immediately after the election and before applications opened I applied for the same position and did not hear back
Imagine my surprise when I saw someone else was appointed to the position without a mere application over sixty thousand dollars worth in wages of student fees money will be spent on corrupt appointments money that could be spent on our student organizations actual qualified applicants or given back to the students
But let’s not imagine an application automatically qualifies you for the position the application for the direct director of Health and Wellness was leaked so let’s explore his answers when asked why do you want this position they responded with it would look good on my med school application when asked what
Would you do with this position they responded with the 25 words that summed up to I will advertise more they were appointed by an executive order the Senate did not have an opportunity to criticize appointment at all it should not be acceptable for you to steal student money as long as you have
Friends or significant others in high places I’m not just I’m not attacking the people who receive these positions it is possible they were all they were the most qualified applicants but if positions were being offered in advance given to people who did not even apply and not every applicant was even
Interviewed the president would have no way of knowing who the best of the job would be so I’m here to ask the Senate to take action corruption in the student government Association must end I will be filing a court case that challenge the legality of these illegitimate appointments but the Senate would also
The Senate must also defend students by opening investigation into the president’s backroom dealings if it is true that paid positions were illegally handed out to friends and the student body was deprived of qualified employees who are actually care about the students well-being our leaders must be held accountable the President and Vice

The student body and the employers I’d like to thank everybody who was responsible for organizing that event and everybody who turned out it was an excellent opportunity for students additionally I would like to congratulate the College of Liberal Arts and Sciences for their victory at The
Clash of colleges it is an amazing you know for um everybody to be able to share in this experience and it’s good to see new winners every once in a while and the final event I would like to highlight is an event that should be concluding here
In a minute but the open house between shocker rowing and the community hundreds of students and community members came down to explore The Boathouse and participate in the s’mores Norris event so it was incredible to see entire families in Wichita State students coming down to take advantage

Um I’m up here to just say um thank you to the SGA the funding committee I know it was kind of a mess and uh you had to do it twice but I think in the end um you all do did the best you could um there’s a lot more organizations that
Need money this year um and you guys came together to be able to bring this bill forward and I think it’s turned out to be the best for everybody um with a regards to us the funding as far as the engineering colleges um we understand that some of the blame
Tends to be put on the engineering College itself and I understand that we should probably be funded by them in some way um but to have that come to us within two weeks of our school year and when we need the money and to knock us down almost twenty five thousand dollars
Of course we’ve got a little bit more now and we’re still going to be struggling with that but I think it’s doable and we can still survive this year um but uh coming together as SGA in the engineering college and as well as the engineering clubs
To come together this year and be able to find a solution for next year is important and so I encourage all of you to come together and try to find steps to move forward we want to help out all the clubs as much as we can I want
Everybody to have money and have the ability to do what they want throughout the year but respecting that also respecting the engineering clubs and giving us time to be able to find that extra money so I encourage you to pass the bill tonight and come together throughout the year thank you

Giving alumni something to hold you all to in order to feel comfortable funding your organization uh yes we already have budgets set in place for this year and we can base those for next year and try to give them the best ability to understand what we need and kind of
Decide where money will come from this is going to be a long process especially with the amount of funding that we do need but we are prepared to give them everything that we can do to help them understand kind of our situation and provide them with the most information

Other clubs requesting funding as well but we only receive funding from the Appropriations budget we do not currently receive funding elsewhere such as through the engineering department and unfortunately we do not really anticipate that changing anytime soon keeping this in mind we have cut as many
Items and expenses off of our budget as possible which you’ll see on the new bare minimum budget the number we are currently being considered for will cover the entirety of this new budget and allow us to continue to function this year and for that we are forever grateful we

Literary journal in 1976. 1976. for more than 50 years micro has provided a space for budding and established writers on this campus both faculty and students to share their stories this publication which predates many of us in fact most of us in this chamber has survived this long
Mostly because of the passion and dedication of a few who refuse to let language die who refused to allow the voices of the Unseen and the voiceless to be erased in this age of literature book bands this institution and by extension we in this room have a decision we must make
And that is whether we are going to be an accomplice to the complete annihilation of language the humanities the Arts or are we going to be that brave impassioned community that takes a stand I know this is a lot to lay at your feet but I can think of no other place to
Submit this charge than in the student Senate because there is power here there is fight here microcosmos and the first Appropriations process was awarded 1500 out of the 14 14 4 000 sorry let’s get that straight requested to keep it afloat we accepted that decision because we know that there

Donation for a copy of this book I have six of them the last not sorry I have the last nine issues here on my desk if anyone wants to see them if they’ve never seen it before but it is a a publication that allows students to become published authors at no charge to

Did request 3 800 due to increase of employers asking to be involved with our students we were first awarded twenty three hundred dollars and we appealed which we are now allocated 1970 dollars we would strongly appreciate the assistance of at least the original twenty three hundred dollars
I do ask this because we focus on quality services and valuable education experience with career Readiness Career Development and internship career placement which we have had several students placed in internships and careers through our organization and Partnerships for example our last year president Sienna Cheney Carter accepted
An internship with ATF and through that internship she has now a career with them through these employers interactive meetings and our career fair it has landed several of our students opportunities with law firms Sedgwick County Corrections and the Wichita Police Department and WSU PD if I had not had this opportunity myself
To be here at WSU and my involvement in the criminal justice Student Association for three years as a member and this fall and spring semester as the president I would have been another statistic as a high school dropout an uneducational I’m sorry an educated Tribal member of the Cherokee Nations
This organization and the professors in criminal justice have provided the information given me the confidence and encouraged me to pursue with the internship opportunities which now have led me to my career at Sedgwick County Community Corrections and graduating with my masters this spring we this year are providing um recruiting
I’m sorry excuse me we’re trying to provide recruiting items to entice new memberships providing snacks drinks and prizes during meetings for students cost of a van rental for two off-campus facility tours a thank you bag for a 12 panelists for this fall and at least 12 for the spring and the
Annual career fair and last year it cost us twenty eight hundred dollars we are searching we have searched and we are reaching out for different opportunities for fundraising but we would greatly appreciate least being put back to the 2300 to allow us the opportunities to help other criminal justice students and
That doesn’t it includes different areas forensic science the CJ then um I’m sorry um pre-law pre-law forensic science criminal justice and the ROTC program so there’s four people four other organizations that come and sit in on our panels sit in and come into our mock interviews resume building and participate in our
Career fair each of them are willing to come and help us do fundraisers which is bake sales we are participating in the fuzzies fundraising opportunity but again we plead that you at least put us back to the 2300 instead of setting us back the bit that we were given

In 2004 Dr Carolyn Shaw who is now the undergraduate advisor for the Department of political science also if you ever need to take a political science class she is literally amazing she was The Faculty advisor in 2004 the student governments Association which was the 47th session which is crazy to think about
We were given zero dollars that was also the first year that the Fairmount College of Liberal Arts and Sciences stepped in and gave us money that acted as essentially a safety net for us because we received no money in 2020 we experienced one of the largest budget cuts from SGA during that session
And this year originally we were given fifteen thousand dollars okay then there’s some over allocation of funds we understand things happen we are even just grateful that people were willing to look at this again however we got cut ten thousand dollars and that is heartbreaking there is there
Is no other word other than heartbreaking five thousand dollars is heart shattering to see and was not enjoyable for us to find out then when the allocations of funds happened again on Monday night we were extremely thankful for two of the Commissioners who advocated for us like Senator Thompson and Senator fan who
Advocated for us to get 12 Grand I cannot express how grateful we were that you two were able to do that and for everybody else who’s in support of us getting more money now we understand it went over again things happen I’m really bad at math so I personally understand it very well
Um and there was a comment made that we could debate our way into getting more money and it felt very out of touch when we were once given zero dollars and expected to find a way to do whatever we could we can’t do much with that though just
Like all the other rsos that have come forward and advocated for themselves for two weeks now we aren’t going down without a fight I said it last week and I’ll continue to say it again until everybody in this room understands that because no matter how much money you
Give us we will still come out on top and we will still do everything we can within our power within the limited funds that we are given to show up and show out and I stand for questions are there any questions it’s your person Thompson
When and why did the Las safety net end it hasn’t we still get eight thousand dollars from Las and have for almost 20 years now because in 2004 SGA gave us zero dollars and refused to give us any money and so we get that money every year from

Also a senator here had expressed that we had gotten an abnormal amount of money last year but it was completely from donor funds and it’s it’s not something we can just do again we can’t just ask for thirty one thousand dollars it was completely abnormal um but the person who made that comment

Like to clarify some things um what we did not get uh 31 Grand last year in donor funds we had about a decade of savings from the annual conference that we host as well as significant contributions from our student body and that it puts the members under significant financial pressure
Um the uh we also did use the last of a one-time donation that we had received a couple years ago that we had at we had been asked to essentially we had been asked to use the money um and so that uh um Foundation could further additional funding campaigns then um
As for the eight thousand dollars that we received from Las for the past 20 years we have disclosed that information and it was a part of our initial funding request that eight thousand dollars was on top of the money that we had already asked the commission for it was
Is not part of what we had received going into my spuel um hello everybody I come to you as the leader of an organization that is under threat when we were first given our budget we were very alarmed about how we would continue going and this is a significant Divergence from
The historic trend of SGA funding and investing in our organization this uh is something that caught us completely off guard and did not allow us time to adequately prepare a backup plan I know the Alva had talked about the Lis providing us a safety net that safety
Net has not been increased in the 20 plus years and as a result the amount of money that we are allocated uh does not come close to what we would need in order to be successful today um in an effort to stress the importance of model un we did conduct a letter
Writing campaign with our alumni and we got tremendous responses from everybody who what really showed the value model un can provide they show the the practical application and how they had used their skills to go out into the world and come back to the university better and stronger than before
Um then we uh we were very touched that over six uh decades worth of students were able to respond to us and tell us just how impactful model un had been when the court decided to send the budgets back for review We rejoiced it is not often
That you get a chance to come and advocate for yourself again and I am extremely appreciative that the commission heard our pleas and I saw what we were doing and adjusted our allocation to help us share the burden a little bit more we understand all organizations are going to face
Incredible challenge this this year and we are not alone and that you guys are not alone in that as an organization this is something that’s uh we will have to get through together I would ask that um SGA respect the decisions of the finance commission this was a fair and Equitable
Process the I sat in on the almost the entire meeting and this is a level of transparency that had not been afforded to organizations in the uh first meeting we saw the process and we saw the hard decisions that the Commissioners had to make every organization that received
Funding received funding for a reason and there was a lot of tough choices made and it would be incredibly difficult to go back through and explain why certain organizations received what they did the allocations and everything that went into it so is something that will have to be uh it will be continuous
Struggle for all of us and we cannot rely on the colleges picking up the tab this is something that so everybody who has asked has experienced but the budgets are finite across the board and if SGA does not continue the pattern of supporting organizations it is a very
Likely that organizations will not be able to receive funding elsewhere I would ask that we stand with all of our organizations that are suffering this year and provide them what we had led them to believe that they would yet we have a sense organizations not one
But two we’ll know this is this year telling them the amount of money that they would receive I think it would be incredibly um disingenuous of us to go back and further cut organizations or go back through and completely re-change allocations I ask for your support in
Passing the budget as it is let’s organizations be assured that what was provided is what they will get um thank you I do stand open for questions there any questions chairperson Thompson is Raising student fees to better appropriate funds more of a support for student orgs like yours or a burden to
Student pockets in your opinion the answer is a little bit of both no matter what decision we make as a body of raising student fees deeply impacts every student on this campus it is not something that we should ever do lightly and needs a past fees that went up have
Already started to impact students there was an article in the sunflower about the impact that’s being felt I have talked to students who now have to come up with extra money to cover their tuition there are students who have already felt the impact of going to college and the financial decisions that
Are associated with it but at the same time we can’t leave our student organizations out to dry this is an incredibly diverse group of organizations and every single one of them provides tremendous value to our campus we must do everything we can to ensure that these organizations are provided
All of the resources they need whether that means we look within our own budget and the see where SGA could potentially cut costs to save students money and pass what has been allocated along to students if we are going to ask every organization across campus to tighten

I stand before you tonight sharing the same sentiment and frustration that most rsos are currently feeling I requested the minutes of the Monday night Appropriations Hearing in an effort to understand and respond to why the amount initially given to tpusa was cut from fifteen hundred dollars to one thousand seventy dollars after we
Request requested five thousand dollars in hopes of being able to host larger speakers and events than we have in years past after receiving the initial allocation our executive team began planning and working to find speakers that we could reasonably fundraise for as the suggestion we were given in the initial
Appropriations hearing to just host a bake sale only goes so far however with the additional funding cut we have been set further back than before hosting large events has been our biggest form of member Recruitment and Retention but without any significant funding from SGA we are severely limited
In the programming we can do I understand we may not receive more funding through Appropriations this year but I want the SGA to be aware that the lack of support and funding is why so many organizations consistently seem to die out on this campus prior to the hearing I was explicitly
Told by the SGA Treasurer in an email to quote please be rest assured that not attending public forum will not and should not hurt your chances of funding but without any minutes or any explanation of the funding cut I can only assume our executive team’s inability to attend the hearing with
Less than eight hours notice played a contributing role as of this moment I have still not received the minutes of the hearing so if there were any questions for us I have no knowledge of them and no one from our group has been able to address them I also noticed this
Year that we have been consistently given the same funding as WSU College Democrats while it is great to receive some funding I want to be clear about one distinct difference between these two groups that often goes unnoticed College Democrats can receive funds from the local Democratic party as a

SGA to request uh funding for sock our organization we have requested the amount of 6200 for 2023 2024 Academic Year those funds were requested to help organizations with creating workshops entering competitions tabling events inside and outside of the university and help newer cost periods with making their first cosplay on August 8th we
Were told that the final allocation for our organization was two thousand dollars uh two thousand dollars is a bit less than a third of what we requested and we were okay with that uh concerning the fact that last year even though we went through the same process as submitting interviewing and requesting
Fundings we have received nothing last year um we were told that that was an issue on their end and our our end and we were hoping that this year would be better but here I am today um an email was sent out on August 28th that this student funding committee
Would have a meeting about the budget that would be provided to each organizations for the academic year uh you said in the email that not attending the meeting will not hurt our chances for funding the next day on August 29th our budget was reduced to a thousand four hundred
And seventy that is a 530 dollar reduction of the final allocation and pretty much a 24 of our original request I’m here today to address the issue with our funding would like to have our initial funding of 2000 uh at the bare minimal if Society cosplayers is still
Unsatisfied we will write a Yelp review um thank you I’m here for questions are there any questions Senator stinger do you think that being primarily A Fine Arts based organization limits your access to funding because Fine Arts is such a small College um I think that cosplay is a

Helping other people Excel and so underneath that National initiative there are several programs set in place that help people in different capacities such as mentally emotionally physically spiritually and even financially so with that without the funds that SGA will provide us are that will impact our Recruitment and impact our ability to
Have an impact at this campus and the communities that we serve and I feel that it is wrong to limit me financially and then expect me to be able to recruit in the same capacity as other organizations with having more funding and the impression that this gives me is that
If you’re a small chapter you’re going to be The impression that this is giving me is that if you’re a small chapter you’re not going to get the same opportunity financially and like I said that limits the ability for me to make an impact in my community and this saddens me because my organization is really about what we

Good evening Senators my name is Janae McKelvey and I was initiated spring 23 into the Epsilon Alpha chapter of Alpha Kappa Alpha sorority Incorporated the first and the finest black Greek letter sorority in the United States I will be speaking on behalf of the Epsilon Alpha chapter here at Wichita State University
I joined this chapter specifically because I wanted to be a part of an organization that I am proud of and to call my home an organization that builds our economic wealth empowers our families advocates for social justice enhance our environment uplift our local communities and most importantly strengthens our Sisterhood
The Epsilon Alpha chapter has made its their mission to uphold these Six National programs in the previous years we’ve done this by hosting multiple programs on the campus such as ski week collaborating with other rsos and community service a lot of these efforts require funding that we we are responsible for obtaining
We have requested funds for Regional Conference which would cost us one thousand eight hundred and fifty dollars we are being awarded enough to only attend this out of our entire budget membership experience training which is eight hundred dollars and our programming which is six hundred dollars this funding is imperative to preserve

The first historically African-American Collegiate fraternity um founded on Tuesday December 4th 1906 at Cornell University in Ithaca New York specifically the Delta Mu chapter of alpha alpha Fraternity Incorporated was chartered on Saturday March 25th 1950 on this campus making us the first ever fraternity to be on this campus right
Off of valve for Fraternity Incorporated develops leaders from most Brotherhood and academic Excellence while providing service and advocacy for our communities what does it mean for WSU to have a healthy Alpha chapter right firstly we’re an integral part of Campus culture being the first fraternity period to be on this campus means that
Our nine charter members had to break down those barriers for everybody else and losing us means losing a huge chunk of History um and it would be a very sad day seeing that every chapter was to unfortunately go under because of the amount of people that each other has impacted not only
On campus but into which documentary as a whole we have four National programs where we encourage people to vote we go Mentor children in high school middle school elementary we do a lot of community service right all that well still staying on top of our books and they think that’s
Something that tends to be overlooked on this campus right um mainly the Delta Mu chapter here how does it impact WSU we impact the likes the students on this campus through our connections and our service we don’t have the big fancy recruitment or anything like that we don’t have the
The nice fancy houses over there on Omega Court or nothing like that um that money that would go to would traditionally go to that from other fraternities we put it into our programs mainly our scholarship pageants miss blockman all goal dot program alone has changed the lives of so many women
On this campus former Miss Kansas have competed I wanted this pageant former student body vice presidents have competed I want this pageant this pageant and other projects like this one have changed the lives of the students on this campus contributed to the campus culture on this campus so now but those is funding
It becomes very difficult to hold these things to change these lives right regarding sir regarding service we continuously engage with our Campus Community a lot of us are very involved in different spheres on this campus whether it’s in student government whether it is involved with official diversity inclusion whether it is
Involved with other rsos on this campus from Community Service Board all the way down to nesby um alpha alpha has been a president’s husband a voice husband a source of leadership for not only underserved students but students as a whole on this campus a thriving Alpha chapter on this campus
Means a better campus experience for students on the preservation of wsa History so now that I finished my Spiel um I’ll talk about what we’re here for the financials the chapter has requested a total of ten thousand dollars for the appropriation process the first go-around we were awarded five thousand that five thousand
Would have covered two of our four now three conventions I’ll be planning on attending this year and maybe a program one of our um one of our programs now with twenty two hundred and fifty dollars that funds maybe one and it’s through those conventions we get a lot of professional experience we

Our organization focuses on professional development we strive to connect students with Professional Resources and with their future employer as well as bringing in conversation training and education about diversity equity and inclusion which is something the school of music is lacking right now our organization is dedicated to music
Education students who are being trained to be students in the area of Wichita a hundred percent of our music education students are guaranteed with jobs after graduating and we are trained we the only institution in the area to provide um college level education for music education students so our the work that
Our organization is doing is it’s really exclusive um without the funding it makes it significantly harder and merely impossible to accomplish this task um we are also paired up with the Juniper Arts Academy which is a local Academy for students in foster care it shows throughout the music of what we do and
The foster care individuals and connects the music and the Art of today’s century our acda board members are here today not only to represent our organization but also other Fine Arts organization such as American student um American String Teachers Association and National Association of music education Esther Wells as their funds are also
Being cut down and they have really similar um stand with us who are not able to be here today the budget cut oh only put a strain on future Educators Fine Arts and the quality of Education we feel as if our dedication and vision for the students

And then uh what we plan to do with the with the money is go to um conferences we have two annually we have one in November which is called our C Roger Wilson leadership leadership conference which teaches um all the members of capital office side to be leaders within their
Respective communities and and how to operate in the fraternity and we have one in Spring called our um province which is where all the states in our Providence Kansas Oklahoma Nebraska Missouri and Colorado and part of Arkansas come together to have one business meeting in
In the year 2024 that’s going to be held here in which in Wichita Kansas and with that with that 1475 that simply can’t happen because um yeah that same thing can happen with the yeah so I’m doing my Lewisville and I’m running late to something so unfortunately I cannot hold the

So our main goal of this organization is to connect with the Indian students as well as be a platform for for the Indian students and feel them at home and and we are one of the biggest Indian student uh student organization more than 700 students so far and we have
Lots of networking events and we also provide um help for the new students to settle down airport pickups and some kind of development and orientations and the main reason that we are standing today is about the budget for this year is about 28 grants and we were we were allotted 10 grants and
Right now we are six thousand s yeah so we are looking forward for uh some kind of uh um budget rate but budget race so that uh we can foster the good being of all the students in WSU I mentioned that unlike a lot of other organizations we do not have an alumni
Community that can provide us with sponsorships or emergency funds if required a lot of our a lot of our events that we did last year a lot of money was spent out of pocket because when it comes to sponsorships we do not get a lot of money in sponsorships we’re
Not a well-known organization unlike some of the fraternities or sororities so a lot of the money just comes out from our own funding or that we that has been saved up which we are running out of this year um to be honest we do not have enough
Funding to conduct both of our main events that we do per semester are each event costs around thirteen thousand dollars we do one every semester and the event is all about entertainment it just gives us a feeling of home where all the Indian students here we’re 14 000 miles away from home
The Indian student organization is not just an organization on campus it is family for us thank you and we are open are there any questions um Senator mallard may have heard you wrong but I believe you said you had 700 members yes that’s true and how many of those members are currently
Active as well or are any of those members you know students alumni or like just in the chat don’t actually partake in the organization 500 active members about 200 graduated this spring semester so as of now we have 500 plus about 150 from this fall semester
And the member so the com the initial Committees of 10 people the others are just members that are welcome to participate in all the events that we hold so they don’t hold positions within the organization itself are there any other questions chairperson Owens with such a large people like amount of

This bill on the behalf of the finance commission obviously as you can see this bill was not easy the finance commission has worked a total of 40 hours in presentations and deliberations this is a finance commission’s recommendation for the rsos that applied we had 74 rsos requesting a total amount of about 722
Thousand dollars this government inherited a budget of 105 thousand dollars to fund Appropriations the yokiri Martins Administration moved funding around from its internal budgets to provide 45 000 additional dollars however after seeing the sheer number of organizations and the amounts that they were requesting president okiri and I met and
Decided to add another 15 000 to the budget more than any student government has done since the beginning of the Appropriations fund this is a total of a hundred eighty thousand dollars we did this because this Administration made this fund a priority to put it in perspective last year we only had about
41 organizations with a budget of a hundred fourteen thousand dollars we base our amounts on the presentation that the organizations organize for us and on the information that we had at the time I will stand for any questions are there any questions for treasurer Wang Senator Bobbitt
Is there any additional money in the budget that could be allocated for this process no we used um all of our funding we exhausted all of our funding to try and support all these organizations throughout the campus are there any other questions chairperson Thompson in addition to maybe explaining a little
Bit of the difference between Appropriations requesting and organizational funds requesting do you see any of the organizations that requested in this process as also being applicable to the organizational funding process yeah so from my ex pass in the budget and finance committee we’ve allowed organizations who received Appropriations funding to

The past such as model un um as well as some of the smaller other organizations such as Society of cosplayers come and ask for organizational funding last year Senator Bobbitt could you clarify how much money these organizations receive on the back side of it I know you said they can receive
Up to 3 000 but you know what the average allocation is so our organizational funding has just started this semester our first meeting is actually tomorrow we’ve had no organizations um apply so far so I would not have a complete number to give you I was not head of budget and
Finance committee last year so I don’t have those specific numbers Senator hatch where do those where does the funding for that uh follow-up application come from is that also from student fees uh bylaws say that it comes directly from the organization funding pool so it
Is a part of the the student visa the student government gets to find the organization program um so yes through the same pool that all the other student organizations who if they didn’t apply for this then they’re going through that process to apply for it does that answer your question
Are there any other questions Senator mallard how much money do we have in reserves so I want to be I’m going to specify some thoughts to the reserves but then I’ll tell you the number um I want to be very clear that reserves are designed for rainy days or when
Enrollment does not meet our projection there is a specific policy around the two reserves in which the student government has one that it’s the student government’s reserves of unspent dollars that happen within Student Government if people don’t apply for the funding things like that the other one that I think is often
Misconstrued out there is the student fees Reserve that fund has about 755 000 in it um I want to be clear to share in 2020 during coveted pandemic we took three hundred thousand dollars from it to find student fees initiatives or student fees departments so that they didn’t have to
Cut Staffing Personnel things like that so it had been depleted and it has and we each year allocate dollars to that fund from unspense unit fee dollars as well the student governments Reserve fund is it sits at seventy five thousand dollars again according to student fees policy
Every student fee entity is required to maintain at least 10 percent of their overall budget for the fact that if enrollment doesn’t meet departments are the ones including the student government and other student fee funded areas departments are the ones that take the hit not the student fees budget so
All that to say there’s 75 000 in there additionally I’m just going to put this out there until it’s there as well every time you take from that fund the next student government has to make up for it and every year since I’ve been here SGA has
Spent has used some of its Reserves rightfully so right there every you didn’t get to ask for the money for Student Government the previous administration did that but every time you spend it you owe the next Administration or the next student government has to make up for the
Shortfall if there is one so it’s not always the best case scenario to dip into that fund are there any other questions it’s your personal ones this is just a clarifying question but you stated you added fifteen thousand dollars on top of that um was that also from reserves as well
Yes that was from the reserve funding and only because we saw a double almost a double of organizations asking for funding and seeing the 722 000 request we knew that organizations were all struggling but they were also all growing and we wanted to support as many initiatives as we can throughout
The campus so pulling fifteen thousand dollars from reserves as me and president okiri talked about would not put student government in so much debt for the next year that it would not have been able to be made up but also be enough to help support some of these initiatives
Are there any other questions Senator Webb forgive me for asking this if I’m wrong and asking this but I know that we’re on a three-year cycle so how do you anticipate handling this for the next two years Senator Webb what a great question um so the three-year cycle to student
Fees is also contingent on enrollment so if enrollment goes up then budgets go up um last year was a pretty good year for enrollment um projections look good for this year but because of how SGA three years ago set the student fees policy if it goes
Up great if it goes down you have to make it up not the student fees budget in the previous years Student Government always took the hit for a decrease of enrollment or not meeting enrollment numbers my first year here was roughly about a quarter of a million dollars
That we took the student government took the hit for to make up the the budget then we shifted that to say departments have to make that up not the student government anymore because it just was no longer a financial financially feasible reality is it is hard to project the number of
Organizations that are going to go through this process keep in mind the Appropriations process is three years old this is its third year it’s first year we had 30 something organizations last year what was the number you mentioned 41 41 this year 71 no 74 oh my God sorry however
Um had everyone’s application been approved through the process in which the policy required that would have been 122 organizations that would have gone through this process um right now budgetarily this is an unrealistic program moving forward if Student Government doesn’t continue to fund it and or fund it at the level that
It needs to be every year the Senate has been posed with the question of how are you going to fund this program long term and the reality is we have just this year because of the moving of money met our statutory requirement to provide 6.75 cents per student to fund this
Program that only provides 165 000 into the fund based off of current student fee numbers um so this is a great year and a great example to recognize we cannot afford this program yet we also cannot afford to not provide dollars to suit an organization because constitutionally we are required
To fund activities that are hosted by the organizations in which um or provide the finder have the dollars to do so um right through the approval process and everything so this is going to be a really good year for the student government specifically the funding committee the oversight committee to
Talk about how this is going to work moving forward because right now there are no caps to student organizations there’s no differentiating um and I’m not going to pick on organization but organizations that have five members to organizations that have 700 members there’s no cap number of what organizations can ask for so
And it was done for a reason because three years ago the student government was testing a theory is this something that would one organizations would want to do to that we could afford and three that would work well three of those three have been answered to be yes and now we’ve got to
Go back and figure out how are we going to do this more long term and financially fund do I believe it is unrealistic to provide seven hundred thousand dollars in funding yes because that means student fees will have to fund that um and 700 000 in the student fees
Budget is roughly four percent of fees to just fund that so that is not for much more than that could every feed about so it’s seven to eight percent just to pay for that um that was a long answer to explain we have some work to do this year are there any other
Questions could you walk me through the process that the finance committee went through to kind of determine the amounts that we’re going to be giving these organizations and everything and actually that’s the first question we’ll ask um so when we first met all the way and August we had 74 organizations come in
And give us presentations they were given an allocated time of I think about they were given 10 minutes to present and answer questions um after that we we all took notes while they were presenting we also kept copies of their presentations to refer back to when needed so that we could make an
Informed decision based off of the information that they gave us at the time after that that was about two and a half days of watching them from 8 A.M to 8 P.M so 12 hour days and then the last day we we set aside about five hours to go line item by line
Item in alphabetical order to look at the costs that they wanted to fund and break down those costs and then fund them based off of that so our process was basically based off of the presentations and the information that they gave us at the time when we asked questions um senator erstanger
What are the requirements to be included in the appropriate positions process so we went from 120 to 74 what eliminated that number so most of them just did not were not able to follow through with approval so um for Appropriations you need approval from the organization Treasurer president advisor
And I think one more okay no that was just it and a lot of those organizations um just couldn’t just didn’t get the approval from either their organization president their Treasurer their advisor um what not um Senator Bobby you’ve reached your question limit is there anyone else who
Has a question Senator or excuse me chairperson Owens okay question but um so you talked about how Appropriations is about three years old um did like funding organizations happen primarily through like only student fees before that or what did that look like so um organization funding is the
Original program and that is the reimbursement program that currently exists out of the student government years ago we used to have a lot more significant dollars mainly because that was the only program that existed to provide funding at student organizations um and there were very specific rules of
How much you can approve ask for for food or for this or for that there’s very specific list of things that existed there um three years ago the student Senate at that point started thinking about what if there was a different way to do this and right now I’m going to take you
Down memory lane um and the idea was it was unrealistic to expect students and student organizations to cover the cost of things up front which is what the organization funding process does you pay for it then we reimburse you up to an improved amount and so they said they
Thought about well what if we took away that part and just said we’ll provide you a budget up front and you pay for things out of that so that you don’t have to use your personal money and then wait for the approval process because or the reimbursement process because it can
Take two to three plus weeks to just get your reimbursement because it’s funded and processes to the to the state um so all of it existed through that original process before this one was was created really for the basis of saying the student government can’t expect student organization to pay for some of
These things up front and then wait for the groups to get reimbursed for that funding when they started that conversation they spent a lot of time with student organizations saying what would make this process easier and the big thing came from it’d be easier if we
Didn’t have to pay for these things up front and so they had that conversation and then this program was born out of out of that feedback primarily from our even at that point when the student organization Council was created then that is also when we had some of those conversations with
That group to be able to provide that that’s that information to the student government to make that decision does that answer your full question okay are there any other questions Senator Summa uh so what’s the process like uh because some students who say they’ll offered a large sum of money and then
When they appeal they were given a lesser amount of money like what is that process like okay so what they’re talking about is the first draft of the bill if you will um that is now voided by the Supreme Court the Supreme Court ruled that we
Will be that we had to go back into deliberations which the second time around I did not require presentations because the Supreme Court told this uh to us on Friday and because of how delayed the funding was already and how many organizations I’ve had reach out to
Me concerned that they were not going to have funding I decided to put the finance commission together as soon as possible which would have been Monday which is why we met on Monday we met at 6 pm and went until 11 pm the RSC employees literally had to kick us out
Um I feel bad for them I’m so sorry um and so people could come into public forum and we held a public Gallery so that they could see what the process was like um sorry could you ask your question again I’ve kind of lost my train of thought
I was asking like so some students were saying they were given uh like initial the amount of money was large and when they appealed for a large amount they’re giving a less amount than the original amount that they were given back onto I know them again and the finance commission decided to um
Take some of those funds and fund other organizations um instead so that’s why there were large Cuts because they wanted to fund other organizations that had larger requests are there any other questions Senator Bobbitt you have reached can we do that in the questioning period what is your motion

A bill an appropriation et cetera et cetera so any of the acts of of the student government so in this case you see on screen three one that no Senator shall cast a vote in any Bill resolution or appropriation that would place the center in a position where
They may have a conflict of interest between a private interest and the interest of the student body um what I would advise in that scenario is conflict of interest could mean you’re a member of you are a member of leadership of or you are somehow connected to your role as Senator right
And responsible of all student organizations would not apply to this scenario but your individual membership to an organization receiving a benefit from this process would in and that is just right my own opinion I will put a caveat in a second number two specify that in an official we Define official
As Senators justices executive cabinet members committee members things like that it serves in a student organization leadership role they must abstain from voting in any relating anything relating to their student organization and the receipt of money Awards or other beneficial services from the association of said organization if I was the
President of the I love Gabriel club and I was the senator which don’t know why that’s not a thing Noah let’s start it um if I were the president of the I love Gabriel club and a senator in this base this would apply to the fact that as a
Member of leadership of that organization I should not cast a vote now here is the caveat with the ethics policy as a senator you make the decision yourself how does a policy applies to you you also have to defend that decision if someone brings you up on ethic policy violations currently the
Current process for that is the membership review board who determines if in fact if in this case I did cast that vote and uh Sophie wanted to send me to the Senate review board because I violated the ethics policy I will have to defend that in the senate in the membership review board
Um so that is how this plays out the reality with the ethics policy it was designed for every individual member to interpret it and apply it their own selves and to be prepared to defend themselves if someone files ethics violations against them this applies specifically as you look at one Senators
Because only senators make votes and two officials and we consider again officials everyone in that space I know it is complicated and I know In This Moment particularly um there’s a lot to it this space this chamber is not the environment in which you say no Gabriel can’t vote on that
Because he is the president of his club or no so if you can’t vote on that because she’s the secretary of that club that is for the membership review board process to address for itself the consequences of being found in violation can be removal from Office can be a
Suspension can be a probation can be fill in the blank a variety of things that you could lose or see in the senate for doing so but this is not the space in which we stop someone from casting that vote that is for them to decide and defend against

For the students and to be frank uh from my perspective the engineering College can foot the bill for this entire organization and that those conversations need to start happening and I think that student government should be there to help it facilitate those conversations with the emphasis that the student government thinks that
This is something that should happen and looking at the community surface that Alpha Phi Alpha does that is where I’m coming from Senator mallard I will be speaking in negation removing the money uh for several reasons they have come to us because of course if the engineering department can’t really fund
Them who else are they going to go go to other than us and that is our purpose to fund them and they provide an opportunity for students to physically build an item like the car and get jobs as well as just saying that they can get that thirteen thousand dollars to go to
Competition that doesn’t mean anything if they can’t even make the car to go to the competition at that point that just means that they can’t go and then what what happens then if they can’t go go to competition they can’t prove through sponsorships afterwards and now they have to
Basically just disband because they physically can’t do anything if they don’t have the money Senator Sanders um I’d just like to say it it’s really baffling to me that we’re sitting here and we’re talking about one specific group getting more money than the other last time I checked we are
Supposed to help all of these student organizations not just one so why don’t we actually try and you know help some of them out Senator Carter so the issue I have with the logic that the colleges should be funding specific groups is not that it’s not true that
Very well made by that very well might be true the problem is we’re not debating what should happen today we’re debating what could happen and what is happening and the point stands at these colleges do not fund these groups um and so while that might be something
That we should hope for in future conversations right now these colleges don’t fund these groups and without funding from us the call the groups will not exist and so we can hope that the colleges fund them in the future but right now if they are not funded they
Will not exist and if we’re going to extend that logic then almost none of these groups on this list should be funded by SGA because almost all of them relate specifically to certain colleges and while some of them might While most of them might cater to multiple colleges
A lot of these cater to specific ones and even further than that some of these groups only exist because the university does no work in certain areas for instance a green group we do not have an environmental area on Camp Environmental head with Wichita State and so if we’re

Or against either but why are we wanting to fund Alpha Phi Alpha more than like so for say like one of the other fraternities on this list like why is our specific concern getting more funding to them currently just like out of curiosity because we do have a ton of

The value and the you know the um the value can associate with a dollar amount I think it’s not the best idea to associate you know the value of each organization singularly in a competitive sense I think that diminishes the value of these organizations and it puts us in a weird
Spot where we’re like pointing fingers at each other and saying well this one does more than this one so we should give more money to them I just think that we should think of it in a hey how do we all come together make these decisions and then get everyone the

Truth of the matter is some organizations need more and were given far less than was required of them and to have a lot of them request AKA ten thousand dollars and get 970 is simply ridiculous and so us putting money other places is just us going about trying to find a proper
Solution so everyone can get an adequate amount amount of money to survive on so I would say we just need to take it like what Victor said we need to take a deep breath because looking and allocating in whatever it’s it’s just literally trying to make sure that everyone can survive that’s all

I’d like to challenge a little bit of the logic that was used earlier um it was stated that this money is insufficient because the it can’t support the council and all of the organizations that make up the council this line item is not for the organizations that make up the council
It is for the council itself and to weigh the success of every organization in the council based off this allocation would be a misstep every organization is suffering this year everybody will have to what makes serious changes to how they operate in order to get this done
