Mode this is a this is the ninth phase of opening of paperless courts in the district Judiciary we have already opened uh in eight pages we have already opened paperless courts in different parts of District Judiciary today by opening of 25 more courts the Tali will be
291 the the process of opening Peerless courts started under the stewardship of honorable Dr Justice is M there who was then the Chief Justice who has made this declaration during the uh District judges conference in the year 2021 and thereafter the process is going on the AI it and AI Committee in charge
Then and the cpcs who are taking the charges are also I have also executed his instructions very meticulously and today we have seen that we have already opened 291 we are going to open 2 91 courts paperless courts in District Judiciary the paperless courts are practically not paperless courts they
Are they are they are practically less paper courts because the presiding officers who are conducting holding courts paperless courts they are only paperless but The Advocates who are the vital part of this system they are using papers in court as you all know that using paperless code holding a paperless
Code being paperless and holding digital files it will very easier to handle them carry them and there is less chance of Mutilation and misplacement there is also less chance of tempering of the records so I request all the legal fraternity that Advocates to adopt the technology because nowadays we are using Whatsapp
SMS paper Facebooks those are digital digital modes if we can adopt them we can easily adopt them we can utilize them easily why not in our profession in this in this Justice dispens dispensation of justice so I request All The Advocates to be to assist us and to cooperate us
To be a to hold a truly paperless Court in all all over the all over orisha I again congratulate the judicial officers who are who will be holding paperless courts 25 paperless courts and also welcome all of you again thank you thank you my Lord for the warm and

Online officers of the registry ladies and gentlemen especially the computer committee CPC miss I miss regist General a very good evening to all of you for me it’s indeed a matter of great satisfaction an immense pleasure for me to be amongst you today in the inauguration of 25 more paperless
Courts in the district Judiciary of orisa urisa Judiciary has been a Pioneer in the field of computerization and as I have assessed it is very difficult to match the achievements which the judiciaries urisa Judiciary has met India has a multi-level court system with a high backlog of cases in the
Courts cumbersome paperwork in the courts is one of the important reasons for delay in disposal of cases the object of eord as in Vision by the Supreme Court of India is to introduce paperless courts from presentation of a PL or petition till its disposal and archival no paper is used as you all
Know in paperless courts all the proceedings pleadings evidence orders and judgments are documented and archived on digital mode this would include digitization decided pending cases indexing of such digitized records on key parameters of EEG retrial authentication of digitize records and simultaneous reading out of paper records and digitization of current files and simultaneous
Introduction of e filing it has been rightly pointed out by The Honorable chairman of the committee that it is not a paperless Court rather we are going to inaugurate less paper court because every stakeholder as on date cannot afford to go paperless with the integration of technology in the court Work Management
The concept of paperless courts has been envisioned to address these issue and to provide Speedy Justice a paperless Court as the name suggests is a court that functions without a physical records where judges rely on digitized court records and use technology for facilitating the court proceedings a paperless Court strives to modernize
Work process of the Judiciary by eliminating the need for physical records and the inherent liabilities associated with storage of of congestion risk of misplacing and retrieving documents in a traditional Court the case information is available to a judge through a case information system but in paperless Court the entire case record
Is available to a judge in a portable device making it convenient to access the relevant part of the record without browsing through the entire file thereby saving time and making the workflow flow more efficient urisa has been marching ahead in the digitization era by digitizing the records and opening of more and more
Paperless courts in the district Judiciary of orisa I’m very much Happy that today 25 more paperless courts are being inaugurated in 18 districts of urisa that is barar balangir Badr bod kak gajpati jagat singur kalahandi kraar konar mayurban na nabarangapur nagar noada Puri rayara sonpur and sundad this is the ninth phase of
Paperless Court inauguration 2 266 courts are already working paperless and 25 paperless courts will take the total to 291 which is around 94% of the entire district court in odisa paperless courts are the future of the legal sector and Court turning paperless is the first step in the above
Venture I may advise all the district and sess judges and the judicial officers holding the paperless courts to make effective use of the technology and put their best Endeavor to make the paperless Court project a complete success in the state of orisa and I hope and believe that by all your positive
Exertions the urisa can be the number one in the country in achieving a complete paperless Judicial System very soon before I conclude I would like to use this opportunity for interacting with some of you this must this is uh of course my second interaction with the judicial officers that to online but
Still I would like to interact with one two one or one or two of you and first of all can I invite the district judge B the district and session judge B have you Mr what is his name Mr Mr pradan he there there Mr pradan my Lord you can sit in your
Chair and you can put off your gown please put off your go Mr Mr you can can you turn your chair towards us yes yes so you are going to have a paperless Court your court is going to be paperless from Tomorrow the what according to you is the biggest challenge in having
Paperless cord I will try to convince The Advocates to forget Advocate forget advocates for you what is the uh challenge are you are you comfortable myself I am comfortable my Lord I will try my level best to advise my DC and other staffs to cooperate me so that the
Purpose of this code will be a successful one so are you sure that you will yourself manage uh paperless functioning of the court you don’t have any you don’t have any uh training issue on technical aspects you have already been trained or any kind of training is
Required um training is required but as for I think system officer and other technical staffs will also cooperate me if at I feel any during trial no I just just I I want to learn from all of you what to do in future for uh my judicial officers and
My Judiciary and therefore I would like to have your Frank Opinion see uh uh I think I am I am see I am one of the oldest among the persons present in the hall mam I may not be that efficient in dealing with handling computers you may you are young you may
Be efficient and you may be having exposure to computers so therefore therefore just let us know and be frank whether whether you can conduct your court paperless without any with all ease or not my Lord you can yes I can veryy and what about very happy I’m
Very happy what about your uh your colleagues my colleagues have also they are doing the work properly those cours who have already declared cour they doing properly the Cod work today the sgm code is going to be and she has also given commitment and Assurance to me how
Many how many courts in your judg ship in your I mean uh District ship how many courts are paperless at at B eight cour 10 10 courts 10s how many qus are there8 after to 13 cours 13 courts in in the jip okay my if five qutes are made paperless then your court
Will become paperless the entire court my this five if five additional courts in your district is made paperless then your court will become paper my yes there out there so if if five courts in the in both District huh only three three only so you can do it next
You can do three make this quot Atlas completely paperless all right all right thank you I’m very happy can I invite now civil judge senior division bar yes may B he will just senior division bar yes please raise your hand what is your name sir sahu yes how are you in computers Mr
Shahu tring yes so you don’t have any difficulty no mind I have so many difficulties so so if so if I need any training I can come to you huh all right so my next visit if I go outside odisa yeah this kak I’ll come to your
Place I have I have also so many doubts to be cleared all right this is one aspect the other aspect is that my suggestion would be uh other than this like general statement adaptability to it initiatives amongst yourself try to improve your efficiency uh you should have a very
Strong peer group so there are only 13 13 judicial officers there how many officers are there in bip 17 so you should have a very strong bonding amongst yourself this is my advice to all the judicial officers like there should be a sense of Brotherhood and uh and uh not only
Mutual respect Mutual cooperation to enhance efficiency of everyone like if you are efficient and someone is lagging behind for some reason please ensure that he also picks up he also he’s not very Tex saavy he he may not be feeling that comfortable then please
Ure so uh we you know we call uh I would call Justice sangi brother sangi uh sister uh I my sister I would call R sister so therefore similarly it’s it’s a Brotherhood because we uh call each of us Brothers you should also all the judicial officer this is my uh you can
Call it first message to all the judicial officers that you should develop a sense of Brotherhood our entire exercise in in judiciary is to enhance efficiency and that we do through our judicial Academy Academy in all the states here also through our judicial Academy that efficiency is not only by reading books
Efficiency can be enhanced by so many things by like uh making you relax also at times making you feel healthy or you should stay healthy that will also improve the efficiency so entire exercise the you may not call it entire but a major part of the exercise of uh the
High court as an institution is also to ensure that your efficiency of the of all the judicial offices is enhanced so one part is that there should be mutual cooperation Mutual understanding and tendency to uh clear doubts amongst yourselves interaction must be there amongst you not only on uh interaction on what is
Happening the country or in the state Judiciary but also on any any issue which uh you are me to encounter with so that is all thank you so much thank you thank you my Lord for the warm and harit address to our honorable guest and the words of encouragement along with
Guiding wordss to our judicial officers thank you my now my request honorable Dr Justice sanjiv Kumar Panik judge high court of orisa and member of the it and committee to kindly present a part of thanks good evening everybody re chief justice justice chakar sharan Singh my brother and S sister and brother
Judges chairman it committee and all the members of the it committee all the district judges where the Peerless courts are being inaugurated all the team CPC the judicial officer were present all the president and secretaries of the respective districts president secretary of the B Bar Association at the outset I must express
My heartfelt gratitude to The Honorable chief justice for sparing his valuable time and also to all my sisters and brothers who have spared their valuable time to be here amongst us one of the most important thing we have seen recently after especially the post pandemic the technology has greatly enhanced in our Judicial
System the paperless Court being one of the most important Aid to our technological in Innovation and technological initiatives has increase in the state lips and Bounds now we have we are nearing about 300 paperless quots and there are some District cours which are completely paperless like ganjam and now
Gut is going to be completely paperless and few more in the next Edition so in this addition of our paperless cours we found so many new quods there paperless the this will enhance the ease of doing Justice and this will definitely enable our judicial officer to find themselves very comfortable in
Completing their task easily far better than the uh during the paper paper regim the this is also going to have a going to ensure a green courtroom with less paper we’ll save more tree so as we see India is ranked at 68 out of 126 countries in the world in the
Justice report especially in the ease of bring Justice we are at the bottom especially when we talk of the timeliness of the justice so this is a great initiative and that will definitely address that issue secondly the economic cost of pendency is roughly 1.5% of our GDP that
Cost can also be reduced with the introduction of technology and paperless so in such views I would like to say that there should be some issues that is to be encountered by the judicial officers but we also uh this face that is The annotation issue annotation is not very comfortable the CPC is
Requested to address that issue with all the judicial officer and more importantly the the most of the officers who have already taken training also they not very comfortable in The annotation issue so annotation has to be addressed properly take some help from from some experts and that has to be
Add and another very important issue that I would like to say the excessive screen time related ftic that has to be addressed also at the same time with annotation so I hope these two issues will be addressed very soon by our CPC the screen time ftic of course can’t by
CPC it has to be by you only so uh thank you for giving me the opportunity for the Thanksgiving uh Speech and thank you all and hope in near future we will have more and more paperless quod and our officers will be more and more I’m comfortable in the
Paperless regime and I would like to request our lawyer friends they should also gradually follow this P system so that the the less pepper code as it has been told by Justice Chief Justice and Justice mahapatra will be really a Peerless code thank you thank you my Lord for extending a
Heart thanks to our honorable guests I will now seek permission from The Honorable chair to declare the inagural function as Clos my please please do it the function is declared as closed namaskar you
